the ‘Effet de serre toi-même !’ (Green house effect so what ?! ) association.

Edito

Integrating a new energetic deal in our lives, this is the challenge!  A Billion of human beings since 1800, the endless industrial revolution.  We are now 6 billions… So what? Would say some people…  Then, there are researches on the climates, which are developed on the computer models since 30 years with prodigious means.  What is the reason why we would not believe in an unanimated scientific community alerting us?  This hurts, but everything indicates that this composing climate, and more largely, environmental, was not taken into consideration in our industrial development.  Today, at the speed with go forward, the need for readjusting has become enormous.  Is it possible without rupture?  Nothing is certain.  And the breaking, could we organize it?  Is the nature going take care of this?  Tsunami, Katrina…  This is very attractive, isn’t it?  “Effet de serre toi-meme” suggests that you react.  What can we do?  To accept that the energy prices are increasing, that is to say to understand that it is an opportunity (Yes!), since it is a necessary adjustment.  To accept will allow adapting our selves, therefore to continue to live in the best possible conditions.

Subject of the law : Few subject during the last ten years have caused so much thought discussion and controversy not to say polemics in public opinion as the future of France’s energy policy.

For many years this policy was decided without consulting public opinion but sence forth it is the subject of many public reports and debates with in the country as will as in parliament.

international United Nations Conference on the global warning (COP11)

(WWF, Greenpeace and RAC (Climate Action Network) press release) on Monday November 28, the United Nations Conference on the global warning (COP11) took place.  The emergency to reinforce the fight against the global warning has never been so obvious.  The first consequences are visible, as shown by a scientific study recently ordered by Greenpeace on climate impacts in France: the ‘climate witnesses’ invited by the WWF to speak before the European Commissary to the environment have the same opinion.

Scientific studies are formal: a moderate change of climate below 2 degrees Celsius would be again within the ‘tolerable’; above this, consequences on the ecosystems and human societies are destructive.  Struggle against the climate change certainly has a cost, however, we know now that the prices for inaction will be much higher! says Laetitia De Marez, chargee of the climate campaign for Greenpeace France.

This conference should advance new negotiations to reinforce the Kyoto protocol after its first period of engagements, which will end in 2012.  Experts all agree to say that a reduction of 5.2% in the emissions scheduled on this date are derisory compared to the remaining efforts that need to be done.  It is indispensable that States commit themselves into starting these negotiations following a clear and equitable process, with 2008 as a deadline.  Industrial countries must commit themselves on reduction objectives much more ambitious and pay their debts to the developing countries, in particular through the transfer of technologies and help for adaptation, says Morgan Creach from the Climate-France Action network.  Dominique de Villepin has recently encouraged the definition of new engagements for industrial countries:  RAC-F associations then wait for a constructive position of France in Montreal.

Preparing the struggle against the climate change beyond 012 is also vital for economical environment: they need a visibility at a long term to make investments in the proper technologies.  Companies and investors hate uncertainty;  a clear signal has to be sent to them that CO2 emission will continue to represent a financial cost higher and higher, through the mechanisms of the Kyoto protocol.  Then we could accelerate the renewable energies, explains Edouard Toulouse from WWF-France.

The Montreal conference will also be the occasion to put in place definitely a credible system of control and sanction of the countries engagements.  On this point, we ask the adoption as read in the texts already negotiated in Marrakech in 2002, explains Benoit Faraco of RAC-F.

The member associations of RACF remind that France and the European Union should maintain their leader positions before the Bush administration, which once again, openly announce that they will do everything to block the discussions on the climate change.

On the same subject, info of the MIES (interministerial mission on the green house effect) :

    • The 11th conference of parties (COP!!) of the climate convention is currently taking place in Montreal (from Nov 28 till Dec 9).  This meeting reunites 188 countries.  For 156 of them, the conference will be the first at the Kyoto protocol.
    • Goals of experts are to achieve the technical negotiations such as: the improving of the proper developing mechanism functioning, the writing of a 5-year program on adaptation, the installation of a work program on attenuation.
    • And the preparation to new technical negotiations such as: the adoption to the observance system.  The evolution of a regime after 2012.

After 9 days of technical work at the expert level, the ministerial segment will take place on December 7, 8 and 9.  Mrs. Nelly Olin, Minister for Ecology and durable development, will represent France.  It should allow to launch the initial proves on the system evolution beyond 2012, which will be the center of discussions.  France will work on this so that a global discussion on the evolution of the climate change, by exploring every proposed option by all parties, in particular the Southern countries.  Furthermore, it will take in priority the integration of adaptation policies with consequences on the climate change.

Finally, France will organize several events to the attention of speakers, one of which will take place during the ministerial segment to expose the disposition and its first report of actions at the national and local level giving priority to the tools and formalities destined to the territorial collectivities.
